    About the Program

    The IPU Advanced Regulatory Studies Program is a series of specialized half-day and all-day workshops designed to provide public- and private-sector regulatory professionals a unique opportunity to interact and exchange ideas on advanced technical and policy issues. The workshop emphasizes both discipline-based and sector-specific learning opportunities, interactive instruction and dialog, advanced analytical methodologies, and theoretical rigor coupled with practical hands-on problems and exercises. Each workshop provides a unique and intensive immersion experience. The program faculty for the Advanced Program includes nationally known experts that draw from both academic and applied perspectives.

    A synthesizing theme underlying the program is the complex co-existence of markets and regulation. As with all IPU programs, our educational philosophy also emphasizes an objective, reasoned, and empirical approach to structural and regulatory change. The Advanced Program offers flexible tracks in Accounting and Finance, Management and Law, Energy, and Telecommunications. IPU also will offer unique orientation workshops Sunday to Tuesday, "Regulatory and Ratemaking Fundamentals for Utility Personnel and Analysts," followed by special evening sessions in economic concepts, competitive policies, and ethics.

    Program Format

    The Advanced Regulatory Studies Program is composed of half-day and whole-day workshops grouped into three-day or four-day tracks. The half-day workshops allow participants to fully customize the program to their interests. The Regulatory Fundamentals courses, held Sunday to Tuesday, are a three-day "crash course" that offers essential and concise orientation training in regulatory theory, process, and ethics.

    Who Should Attend

    The program is open to experienced professionals in the regulatory policy community, including state regulatory commission personnel, consumer advocates, and private-sector professionals. Past attendees of IPU programs, including the Annual Regulatory Studies Program, will find that the workshops offer a unique professional-development experience, with continuing-education credits as requested (law and accounting). The advanced program provides not only a great learning environment, but also a great forum for exchanging ideas and networking with professional peers. Special bonus sessions are open only to regulatory and public-sector personnel.

    Accommodations and Dress Code

If you require disability-related accommodations to participate in this program, please inform the hotel and IPU. The dress code is campus casual for the Fundamentals course and Advanced Program. Business casual is suggested for the Executive Management Forum.

    Fees

    IPU offers flexible registration options for the Advanced Program. The fee for public sector registrants is $225 per day, $675 for the three-day Fundamentals track, and $900 for any of the four-day tracks. The fee for private sector registrants is $275 per day, $825 for the three-day Fundamentals track, and $1100 for any of the four-day tracks. Fees include all program materials, the Monday reception, breakfast buffets, lunches, and breaks. Participants may fully customize their experience by attending any combination of workshops within the Advanced Program.

    Discounts, cancellations, and refunds

    Discounts may be available to organizations registering large groups. Please contact IPU for more information. Cancellations received after September 19th, 2008 will be charged a $100 administrative fee. Cancellations received after the start of the program will be invoiced at full cost. Substitutions are accepted at any time.

    Continuing Education Credits

    The Institute of Public Utilities is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit. Complaints regarding registered sponsors may be addressed to ethe National Registry of CPE Sponsors, 150 Fourth Avenue North, Suite 700, Nashville, TN 37210-2417. Website: www.nasba.org. CLE credits are also available. IPU-MSU will apply for accreditation or registration of the program. Application does not guarantee approval.
